In Zagz (Загс) you can marry in ANY you like ;) they have no permission to push you off... if you are foreigner you can marry as well.. OF COURSE! ( with all the papers you need :) BUT to DIVORCE you should in your place where you are registered ( the city) May I give an advice about this topic ?
